With the e-government initiative BundOnline 2005, the German federal government has committed itself to making available online, wherever technically feasible, all its services (Schily 2002). This affects citizens and businesses at the federal, regional and local levels alike (FMI 2002). With this frame of reference in mind, field research will track the implementation and appropriation of e-government projects in multi-ethnic areas of Bremen, a city-state in Northern Germany. The focus of research is expected to be young immigrants.
