
| Although this country is at the forefront of e-government efforts within the EU, the British appear reluctant to use e-government services (refer). Our researcher will carry out fieldwork in Newham, a London borough with large populations of Afro-Caribbeans, South Asians and 'whites'. Newham council has been an early exponent of e-government strategies, and has recently applied for UK 'beacon council' status for social inclusion through ICTs. A wide variety of pioneering projects are underway or completed, including smart cards in schools; interactive local content digital television; a 'wired up communities' initiative linking all the flats on a low-income housing estate to Newham's extranet and broadband internet access; and the web-casting of council meetings. |
